As part of a cross-disciplinary team, ECO has been over multiple years to help Prosper Portland design and implement a master plan for its portfolio of properties along the Broadway Corridor in the core of the Central City. As part of this work, ECO helped develop a Framework Plan to identify a strategic vision for the area, composed of key goals, objectives, opportunities, and guiding development principles. ECONorthwest modeled the financial feasibility of the proposed development program, as well as the economic, fiscal, and social impacts. In addition, our team provided calculations of benefits and costs to inform the negotiation of a Community Benefits Agreement. ECONorthwest also used the City’s comprehensive plan and Economic Opportunities Analysis along with market data to inform market demand for this site over a 20-year period.
