Since joining the firm in 2012, Emily has collaborated with local governments across the Northwest to assess opportunities and barriers to revitalization and identify how public policy choices can help development pencil. She has brought this approach to dozens of housing action plans, equitable development and opportunity site strategies, brownfields projects, and infrastructure funding strategies. Emily has also played a central role in staffing and supporting Portland’s Central City Task Force and Central City Roundtable efforts. In this role, she has coordinated stakeholders, synthesized technical analysis, and provided the analytical backbone for discussions around recovery. In parallel, she has led and contributed to economic impact analyses for major Central City projects, evaluating how investments in infrastructure, sports and entertainment facilities, mixed-use development, and public realm improvements influence jobs, tax revenue, business activity, and broader economic outcomes.
