Portland Clean Energy Fund Revenue Projection

ECOnorthwest projected revenues of the proposed Portland Clean Energy Fund (PCEF) in 2018. The ballot measure to create the fund proposed a 1% surcharge on large retailers’ gross revenue within the City of Portland. ECO’s analysis suggested the revenue could be higher than had been projected by the proposal’s advocates because of an ambiguous definition of retail sales. The measure passed, and the revenue generated was in line with ECO’s projections.
