Portland Clean Energy Fund Market Analysis

For the Portland Clean Energy Community Benefits Fund (PCEF) and Prosper Portland, ECOnorthwest collaborated with the Cadeo Group, Worksystems, Inc., Dr. Roberta Hunte, and the City of Portland to conduct a market study to help define measurable goals to align with requirements defined in the legislation. The study informs understanding about demand and supply for trades labor on funded projects and provides insight on how to ensure a diverse and well-trained labor and contractor pool for that work. The research involved identifying investment potential, demand, and supply, and considered factors shaping demand and supply in the region. ECOnorthwest also conducted a wage analysis for selected PCEF occupations.
