Habitat Conservation Plan Benefit-Cost Analysis for Land Development in Thurston County, WA.

For Thurston County, ECOnorthwest evaluated the economic impacts of the County developing and implementing a multi-species Habitat Conservation Plan (HCP). The study addressed impacts on rural property owners seeking to develop their land under the HCP, impacts from placing lands under easements and fee title conservation reserves with mitigation value considered (Conservation Lands System), and an assessment of the overall effects to the local economy from a programmatic HCP, versus current state, over a 30-year period.
