Phoebe specializes in economic development, social policy analysis, and research. At ECOnorthwest, she supports local governments and regional partners on projects that promote inclusive economic development. Her work encompasses strategic planning, qualitative and quantitative analysis, and stakeholder engagement. Prior to joining ECOnorthwest in 2026, Phoebe worked in public opinion and policy research, and at environmental and social nonprofits in Portland.
