Payton specializes in strategic development, program evaluation, and mixed methods analysis, with a focus on population dynamics and equitable service delivery. Prior to ECOnorthwest, she examined how demographic change and mobility patterns shape local needs and service delivery—particularly in rural and underserved areas. Her work includes survey design, stakeholder engagement, policy evaluation, and the development of strategic plans for equitable growth. Payton has participated in in creating comprehensive development strategies focused on expanding healthcare access, promoting affordable housing, and strengthening workforce pathways across the Southwest United States. She has worked extensively with hard-to-reach populations in remote communities and brings experience from leading focus groups and facilitating cross-sector collaboration. Earlier in her career, she played a role in developing Comprehensive Strategic Plans for communities seeking sustainable and inclusive development.
