Josie specializes in housing implementation, area planning, and urban design.
Since joining ECOnorthwest in 2025, Josie has contributed to a range of projects including comprehensive plan updates, middle housing implementation, development impact fee and funding guidance, transit oriented development, development prototype feasibility analysis, and spatial visualizations. Her work focuses on aligning policy, financial feasibility, and regulatory frameworks to support housing production and equitable growth.
Josie brings a background in development review and local policy development. Her experience informs a strong understanding of regulatory structures and feasibility, and supports efforts to reduce barriers and make local planning processes more accessible and effective.
Josie has more than five years of experience as a public sector planner serving both small and large jurisdictions in Washington State. She has deep expertise in Washington’s planning frameworks, including the Growth Management Act and, where applicable, regional planning processes. Her work has spanned current and long range planning, including development review related to land use and environmental regulations and major planning efforts such as comprehensive plans and subarea plans. She has also led and supported community engagement efforts to help shape long range visioning and policy direction.
Drawing on her background in urban design, Josie has led spatial analysis and visualization work to translate long range policy into mapped concepts, development frameworks, and illustrative materials. She has also contributed to site level design efforts, including park design.
Josie earned a Master’s Certificate in Urban Design from Portland State University and has a Bachelor’s Degree in Urban Planning and Sustainable Development from Western Washington University, with a specialization in both Ecological and Industrial Design. Western’s undergraduate program is accredited by the Planning Accreditation Board (PAB) and is one of 16 accredited undergraduate planning programs in the United States.
