David specializes in strategic and technical work – where planning policy and development decisions require assessments of need, market opportunities and barriers, financial feasibility, cost-benefit, and available resources.
David joined ECOnorthwest at the beginning of 2026. With 20 years’ consulting experience across the US, Australia and Canada, David supports strategic and investment decision-making in land use planning, development and policy.
He has delivered projects for hundreds of clients across the public and private sectors, including elected officials, local, state and federal government leaders, regulatory authorities, developers, landowners, attorneys, non-profits, community organizations, trade associations and institutions.
His work has included the development of local and state policy frameworks, governance and implementation plans, and funding and financing strategies. He has helped clients evaluate zoning, tax and incentive policy reforms. His work has facilitated the capital investment and repositioning of real estate portfolios, residential, non-residential and industrial developments, as well as the operations of tourism, economic development and community infrastructure. He has also supported processes to unlock significant local, state and federal government investment in affordable housing, civic and energy infrastructure, as well as roads, rail and airports.
