Homeless Strategic Initiatives and ECOnorthwest Release 3rd and final “Sources and Uses” Report
On behalf of Homeless Strategic Initiatives (HSI) of Portland, Oregon, ECO released the final report in a three-year analysis of the funding sources and spending patterns tied to targeted homelessness interventions in the Portland tri-county region.
Titled “Sources and Uses of Resources to Address Homelessness in the Portland Region: FY 2024,” the report concludes a series that has drawn growing attention from policymakers, business and nonprofit leaders, and journalists. It arrives at a critical moment: federal resources are uncertain, local budgets are under strain, and the region’s Supportive Housing Services (SHS) measure is at its halfway mark, with discussions underway about its potential renewal and expansion.
Highlights from the report include:
- An estimated $724 million in FY 2024 expenditures aimed at preventing or resolving literal homelessness or near-term housing risk.
- A detailed breakdown of spending by use, geography, and funding source—including federal, state, regional, local, and philanthropic contributions.
- More than 500 reconciled funding streams, offering one of the most complete fiscal portraits of a regional homelessness response in the nation.
- Comparative insights from other jurisdictions such as Los Angeles and California, highlighting both progress and accountability challenges.
- Recommendations for improving fiscal transparency, standardizing reporting, and linking budgets to measurable outcomes.
The report offers clarity on how dollars are flowing across jurisdictions and service types—and provides a foundation for more strategic, coordinated, and accountable decision-making. However, it is only a first step. Continued progress will depend on deeper data integration, better cost-per-outcome metrics, and more durable reporting frameworks.
