The introduction and expansion of new mobility services come at the same time that trends in electrification, automation, and shared services threaten the traditional models of funding transportation infrastructure, operations, and maintenance. ECOnorthwest led an interdisciplinary team of economic and transportation consultants and academics to develop a toolkit for state and local transportation agencies considering new taxes or fees on new mobility use.

ECO created a framework that balances multiple goals that are sometimes in conflict with each other: cost recovery, connection between workers and jobs, equitable mobility, reducing GHG emissions, road safety, and health. This project included deep research and clear articulation of different benefits and costs and the impact of taxes and fees on changing the balance between the benefits and costs.
