Regional Housing Coordination Plan

ECO successfully completed a housing needs analysis, market analysis, and recommendations report for the COMPASS, southwest Idaho’s MPO. The purpose of this project was to estimate the region’s future housing needs in 2030, its current levels of underproduction, and the gap in the current pace of production and future need. ECO provided insights on how these gaps vary by income level, demonstrating that the region has been producing ample market-rate units for high-income households, but has been woefully under producing units affordable to lower-income households. This situation, while not unique to the Boise region, is extreme due to the state’s historic lack of gap funding for regulated affordable housing development. The report calls on the MPO and its member agencies to advocate for state policy changes to increase gap funding and allow local jurisdictions to levy taxes to fund local efforts.
