California’s 2019 Senate Bill 50 proposed major statewide zoning changes in order to address California’s housing shortage. Specifically, SB50 would have legalized taller residential buildings in transit-rich areas and allowed fourplexes in most high-opportunity single-family neighborhoods. ECONorthwest provided market insights and spatial analysis for MapCraft’s evaluation of the potential interaction between SB50 and the existing Transit Oriented Communities Program in the City of Los Angeles, a successful equitable housing development policy that gives density bonuses to developments that provide affordable units. The project team used MapCraft Labs to assess market-feasible housing capacity, both market-rate and affordable inclusionary housing units, for millions of parcels in Los Angeles County.
