League of Oregon Cities, on behalf of its members, evaluated options for property tax reform, their financial significance, and voter support for any changes. Working with an opinion research firm and political communication and strategy experts, ECOnorthwest analyzed the financial impacts of making changes to Measures 5 and 50.
The research was contextualized by both arguments for and against any reforms. It found voters’ overwhelming sentiment against making any changes that would increase their property taxes or many other taxes or fees. Still, through fact-based research and statewide polling, the team identified ripe opportunities for cities and LOC to engage community members and legislators: changing how transient lodging tax revenues could be used, adjusting changed property ratio, identifying new policies and coalitions to assess surcharges on investor-owned properties, and improving the public’s understanding of what cities do and how they are funded. ECOnorthwest also developed a revenue tools guidebook for Oregon cities to use when considering new revenue options.
