For a couple of decades, the City of John Day, Oregon has seen their population slowly shrink and their local economy falter. In 2017, the City published their Strategy for Growth—a vision for reversing these downward trends and charting a path to economic prosperity. Looking for technical assistance and help developing an economic development strategy, the City turned to ECONorthwest.
Over the course of 2019, ECONorthwest conducted several technical analyses to identify opportunities for economic development, including the incubation of a local greenhouse industry, incentivizing new housing development, linking the community to broadband internet, and marketing the community to visitors and potential new residents. ECONorthwest’s work culminated in the development of John Day’s Community Investment Strategy (CIS)—a five-year implementation plan rooted in strategic public investments to support economic growth. The CIS and its companion Prospectus present John Day’s roadmap for a sustainable and prosperous future.
