The Oregon Community Foundation commissioned ECONorthwest to write two reports on homelessness, one that focused on the Portland region and another that examined the issue statewide. The first study on the Portland region examined the root causes of homelessness, as well as trends, and identified policy recommendations. The second study synthesized the existing research and data to paint a picture of homelessness in Oregon compared to homelessness in other high-cost housing markets and temperate climates. Both reports provide an economic foundation for policy discussions surrounding a high-profile issue facing cities and communities today.
