ECOnorthwest partnered with the Asian Pacific American Network of Oregon (APANO) to develop an Equitable Real Estate and Implementation Strategy Plan for a mixed-use affordable housing development in Portland’s Jade District. Funded by ARPA and a Metro 2040 planning grant, the project aimed to guide APANO’s acquisition and redevelopment of a strategic site along SE 82nd Avenue. ECOnorthwest led market and financial feasibility analyses to assess development viability and identify funding opportunities. The team collaborated with Walker Macy, Salazar Architect, and Enterprise Community Partners to align technical work with community-driven values, culminating in a strategy plan that included a vision statement, streetscape and infrastructure assessments, and a zoning and feasibility study.
The plan prioritized community resilience, wealth-building, and equitable access to opportunity through strategic use of public and private programs and investments. ECOnorthwest’s multidisciplinary approach supported APANO in advancing development rooted in long-term community benefits, with implementing strategies that reflect cultural, social, and economic equity. The final deliverables enabled APANO to move forward with a development process that centers the lived experience and priorities of local residents while leveraging planning and policy tools to support an affordable, healthy, and inclusive neighborhood.
