ECOnorthwest brings deep experience supporting local jurisdictions across Washington State with comprehensive plan updates that align with evolving state mandates and community priorities. We have led or contributed to housing and economic elements for major periodic Comprehensive Plan updates for Kitsap County and the cities of Vancouver, Camas, Edmonds, Duvall, University Place, Orting, Black Diamond, and Edgewood. In each case, we tailor our analyses to local housing needs, zoning constraints, and equity goals. Our work often includes housing needs assessments, zoning scenario evaluations, and policy recommendations that respond to recent changes in the state’s Growth Management Act and promote inclusive, climate-resilient development.
We have conducted feasibility studies for middle housing in Tacoma and Camas, supported equity-centered engagement and policy audits in Kirkland and Edmonds, evaluated multi-unit affordable housing incentive program scenarios for the cities of Bellingham, Olympia, Ferndale, Blaine, Silverdale, and Kitsap County and helped communities translate data into actionable strategies. Our interdisciplinary approach combines economics, land use planning, and inclusive engagement to help clients meet state requirements while advancing locally driven housing and economic development. We are currently assisting Franklin County and the cities of Pasco, Airway Heights, and Richland with plans that reflect community input and support long-term housing affordability and economic opportunity.
