Kelly joined ECONorthwest in 2008 and specializes in human services & social policy. Kelly applies policy research and analysis, quantitative and qualitative program evaluation methods, performance measurement, and benefit-cost analysis to topics in health care, transportation, education, workforce development, asset building, child support, and criminal justice. Kelly received the Award of Excellence from the Mark O. Hatfield School of Government at Portland State University in 2008, and the Administration for Children and Families Assistant Secretary’s Honor Award for agency interoperability in 2011. She is a member of the American Evaluation Association and the Oregon Program Evaluators Network.
